Each 1,000 cR an NPC collects during the turn, from bounty on ships it destroys (including other NPCs) or from events, adds +2. The NPC's own starting bounty doesn't count. The Investor Merchant's coins give no +2; instead its credits convert to Fame Points for the NPCs each time it reaches 5,000.
