Can Swamp Rat's Over-Surge be used in the same action as an attack?

No. Over-Surge is an action in its own right, so it cannot be merged into an attack action. You can attack first and then use it as a separate action. The older FAQ claim that it could be combined is out of date. Defense is different: the card names Defense, so combined defense is allowed.
