Can I win by buying a ship as my last Fame Point?
The designer ruled on this, and the rulebook's wording on the Fame purchase agrees.

Yes. The rule against buying the final Fame Point applies only to the 5,000 cR Fame purchase, not to the Fame Point you get for buying a new ship. The designer says the restriction exists only to avoid an anticlimactic win, and that ship-purchase wins are fine by the rules and by design intent.
