The rulebook's Status Phase makes arming free on a planet and its Combat section charges 1 Energy per Marker when re-arming after a defense.

Re-arming markers while on a planet costs no energy, but only in your own Status Phase. If you are attacked on someone else's turn, re-arming costs energy as usual.
