Does Ringtail Serpent's meat bonus work if the explorer has few or no other dragons in the Crimson Cavern?

The Ringtail Serpent counts itself, so you always have at least one dragon in the cave when it triggers, even with no others. You still gain the meat only if your Crimson Cavern holds at least as many dragons as your left neighbour's.
