Yes, most likely. If an effect lets you play a dragon on a space your explorer has not reached yet, its "if activated" ability triggers when the explorer walks onto it. The rulebook line that "if activated" abilities do not activate the turn you play the dragon is read as guarding against expecting an ability when you Entice. A stricter reading exists but has less support.
