Does the village need a majority vote, or just the most votes?
The rulebook gives the tie and all-one-vote rules.

The player with the most votes reveals; a plurality is enough. Ties reveal all tied players, and the village wins if any is a Werewolf. If every player gets one vote, the Werewolves win. (The rulebook also says "majority" loosely.)
