Can the Mayor lie with tokens when he is not a Werewolf?
The designer said so directly; the rulebook explicitly allows only a Werewolf Mayor to lie.

Yes. Any Mayor may give an untrue token if he judges it will steer the team to the word, though a Villager or Seer Mayor normally answers honestly. A Werewolf Mayor may mislead freely. Lies can be challenged in the vote.
