Keep the base-game plans numbered 1 and 2 and replace plan 3 with one expansion plan; the expansion plans are all numbered 3. Using all three expansion plans at once was tried and broke the balance, and the Kickstarter idea of using as many as you like was dropped, though the publisher said you may try more as a house rule. The three extra cards that come with each expansion are objective cards that replace the third plan of a normal game.
