If a Temp Agency adjustment is my only way to place a number, must I use it or can I take a permit refusal?
The designer ruled on this in 2019 and withdrew an earlier contradictory reply.

You never have to use an effect, so you may skip the Temp Agency and take the building permit refusal. If you do try the Temp Agency and no adjusted number fits, you cross off no Temp Agency box, only the refusal. You also cannot do both: the effect is available only if you did not receive a refusal. Deliberately taking a third refusal is a legal way to end the game early. An earlier designer reply that you must use the Temp Agency if you can was withdrawn by the designer.
