Can a street have a second plain 7 if it already has a 7 and a 7 bis?
The rulebook says the same number can never appear twice in a street except through Bis.

No. A plain number appears only once per street; only Bis copies repeat it. A roundabout is the only way to have the same plain number on both sides of a divider.
