Only when you write the Pool Manufacturer card's number into a house that has a planned pool. A pool-icon house numbered with another card gets no pool, and a Pool Manufacturer number written in a house without a pool also builds nothing. Circle the pool on your sheet when you build it, which also helps with pool City Plans.
