Can ghosts and candies count for a City Plan, a bonus and special powers at once?
Yes. Collected ghosts and candies can still be used for their special powers, and a circled candy can count for both the City Plan and the bonus points (only one bonus per type). Ghost and candy markings do not disqualify an estate from a City Plan.
