In the Expert variant, how can the receiving player use the card I pass them, and why is it passed effect side up?
The receiving player may use the passed card either for its number or for its effect, whichever they want (the effect stays optional). It is handed over effect side up so that, if the draft is not exactly simultaneous, nobody learns the house number before choosing which of their own cards to pass.
