If two players complete the first City Plan on the same turn, who decides whether to reshuffle?
The reshuffle happens if at least one of them wants it. There is no "first" player in a same-turn tie, so either player can call for it; only when all of them decline is the deck left alone. A group that dislikes announcing intentions can write the choices down and reveal them together.
