Does every City Plan completion allow a reshuffle, or only the first one in the game?
The designer ruled it is once per game for the first plan completed; the rulebook text was unclear in early printings.

Only the first City Plan completed by anyone in the game allows the reshuffle, and it happens at most once per game. The player who completes it may choose to reshuffle the 81 Construction cards and deal three new stacks. Completing later plans never offers another reshuffle. Reshuffle all 81 cards, as at setup. The choice is optional in the normal game (the AAA solo mode makes it mandatory).
