Is there a separate City Plan for all pools and one for all parks in two streets?

Yes. The advanced plan that the rulebook describes as parks or pools is really two cards: one requires every pool on a street to be built, the other requires every park on two streets. The wording on page 10 merges them, which is what causes the confusion. Other advanced plans are specific to one street (for example both all parks and all pools on the middle street), so read the card.
