Do the estates for a City Plan have to be on the same street or in a certain order?
The rulebook says there is no restriction on location and the designer agreed.

No. A housing-estate plan can be met with estates on any streets in any combination, in any order, and the layout drawn on the card is only a picture. Only advanced plans that name a specific street, or say all houses on one street, restrict location. The estates must be completed (fully numbered, fenced on both sides).
