Where can the Pigeon for the draw-3 option come from?
From the die you placed (its Caravan column) or from a Pigeon on a Townsfolk tucked under the City or Harbour you are using, in either case not already spent on the placement. Only one die is placed per turn, so a Pigeon from another die does not count.
