At the start of each round Nixon draws 3 tokens, looks at them and places them face down on the 0 space. Nixon may look at face-down tokens on the research track at any time; the Editor may not. A value play can move a face-down token off 0 and flips it: Nixon simply picks one of the right colour, while the Editor must ask Nixon whether one exists. Whether an event needs a face-up or face-down token depends on its text.
