What information can players look at: face-down tokens, discard piles, removed cards, draw decks?
The rulebook lists these viewing rights in the initial phase and the card phase notes.

Both players may look at face-down tokens on the evidence board and at either discard pile and the removed cards at any time. Only Nixon may look at face-down tokens on the research track. Nobody may look at a face-down draw deck, but you may count how many cards it holds.
