Does activating a higher-numbered path shorten the game and change who goes first?

Yes. Cards that activate the next higher path (such as Strider and Gandalf the Grey) skip path numbers, so the game ends in fewer rounds and the starting player token moves on by round, not by path. Same-number activations do not shorten the game.
