What happens if I have more cards than my carryover limit when everyone else passes?
The rulebook text settles this.

The Action step does not end until all players have passed in succession, and you cannot pass while above the limit (unless you hold fewer cards than every enemy), so you must keep acting. If you cannot play, use an action to cycle a card.
