Where can Fell Beast move a Nazgul?

Only to battlegrounds the Nazgul could normally enter, and only at the moment Fell Beast is played. Its real use is moving a Nazgul played to reserve earlier that same round, plus its extra combat icon; a declined move cannot be made later.
