Will the bot use a reserve card's action instead of moving it, and are those cards counted when checking if it can conceivably win?

Yes: the bot uses a card's text whenever the card is even partially useful, so a reserve Nazgul activates its action rather than moving. Such a card is probably not counted as able to move to the location. Count icons on every Shadow card in either bot's reserve that could move there.
