Does Tom Bombadil or Barliman Butterbur in reserve stop every Free Peoples player from forsaking?

Yes. When a card says each Free Peoples player must forsake a card, cycling Tom (or eliminating Butterbur) from reserve happens instead of that forsake for every Free Peoples player, so none of them forsakes a card.
