Does a technology's ongoing ability apply to its own immediate bonus?

Yes. The permanent ability is active while the immediate bonus resolves; for example, with Sentries you can use the ability to deploy a Sentry instead of building the sector defense. When you gain a technology you also take its immediate bonus; only your starting technology skips it.
