Can I choose a Crisis penalty I cannot fully carry out?

No. You cannot choose a penalty you cannot fully carry out (for example a skirmish with no valid target sector). In that case you must put the Crisis on the Crisis board or take a Catastrophe. Ignoring a Crisis's effect does not complete it. For a War you still resolve the economic part.
