Is the whole Crisis board resolved at the end of each player's turn?
A designer ruled on the end-of-turn step and the rulebook describes the War case.

No. At the end of your turn you handle only the Crisis you drew (or the War): suffer its immediate effect and discard it, put it on the Crisis board, or take a Catastrophe. A War is the case where the rulebook has you evaluate the Crisis board (a Skirmish plus resource costs).
