Can I remove or move Corruption on things I do not control?

No. Corruption can only be added, moved or removed where you have control: your own pure sectors, house mat and Decontamination Chambers. Voidborn sectors, other players' sectors and the agenda board are not valid, including for Heroic Politics' Overthrow.
