Can I replace or remove an agenda in a slot?
The designer ruled on this in 2023 and 2024.

You can replace a non-starting agenda by removing it and placing a new one in the now-empty slot, but you cannot hold two agendas of the same type; replacing one with another of that type is fine because the old one leaves. The starting agenda cannot be replaced. One agenda per slot.
