If I have no discards and the shuffle is skipped, do I still gain Virtue or Corruption?
No. With nothing in your discard pile no shuffle happens, so there is no Criminal check and no Virtue or Corruption. A hire or dismiss with a shuffle icon is still allowed; you just skip the shuffle.
