If a starting card gives a free Townsfolk, where does it go and do I get its hire effect?

The hired card goes into your deck (it joins your starting cards before you shuffle), and you do resolve its top-right hire effect. Virtue, Corruption, Debts and similar effects apply; Rearrange and shuffle effects simply do nothing at that point.
