When is a collision resolved, and what happens to the markers afterwards?
The rulebook states this plainly.

Collisions are only resolved in Phase 5 of the owner's own turn, even if the markers met during someone else's turn or through a shuffle. Moving a marker does not itself pay out. After resolving, both markers reset to their far ends.
