Can I move boost from my character or one card to another card?
The designer answered this directly on BGG. It matches the rulebook.

No. Boost cannot be transferred between cards unless a card says so. When a card asks you to spend boost for its own power, that boost must be on that card, and gained boost comes from the general supply.
