When do I roll skill dice, and how do I gain skill tokens?

Skill dice are rolled in setup to randomize starting skills, and later by some actions, often those with an X cost. Actions and boost powers give specific or random skill tokens, and 2 boost on your character card buys a Move skill token. Tokens are optional and reduce action costs.
