How many location actions can I take at one location, and can I take another when I come back later?

One per location per game. Returning on a later turn does not give another, and another player's visit does not block you unless your action would thematically contradict theirs. The exceptions are a 'continue' result, actions marked Always Available, and any action that explicitly says otherwise. Card and depart actions are not limited by this rule.
