Can a dollar-valued item in your grid pay a dollar cost, or be exchanged for coins?

No. Items cannot substitute for coins or be exchanged for them. The only ways around that are the Universal Rule of Thematic Fun as a house rule, or using the Buy action on your character card to gain the coin value of one of your cards.
