When does using a focus cube cost time?

Only when you must lower a cube that is already showing the time symbol. Each point you can't lower advances the time marker by one, and the cube stays where it is while the action still happens. Lowering a cube onto the time symbol is free, and rotating a cube to the time symbol costs nothing. REST's own 1 time is separate. Regrouping at end of turn never advances time.
