Yes. All three must be placed, one of them on REST. The designer says there are always enough options, such as charging power, gathering resources or investigating. If you have a cube but no legal action, you cannot just pass; ways out include a free LUNA scan followed by Analyze or Unearth, charging power, or using Support to clear distress.
