Who can use a science structure's ability, and when does a new structure become active?

Anyone can use the free action of a built structure, from anywhere, as often as they can pay; 'you' means the group, and the team decides who gets the benefit. A structure only flips to its built side when its builder regroups at end of turn, so it can't be used the turn it is built.
