Distress comes from starting your turn in the storm and resolving the storm card, not from entering it. The storm moves, and its card is replaced, when the time marker reaches the storm trigger, not when you draw the card. Whether you're hit depends on your elevation matching the storm token, and you can enter a storm-restricted build tile from any storm position but build or use it only from the correct one.
