Does 'an explorer' on a card include me, and does 'another explorer' exclude me?
The designer answered this directly on BoardGameGeek, and it matches the rulebook.

Yes to both. 'An explorer', 'a local explorer' or 'an explorer within 2 nodes' can target yourself; only 'another explorer' excludes the user. The designer confirmed this for Discharge Hormonal Blast. You count as local to yourself.
