Do free actions need a focus cube, and can I repeat one?
The rulebook's "Taking a Turn" section answers this, and players in the threads agree.

No cube is needed. Free actions, including breakthrough abilities, can be taken any time on anyone's turn, and you can repeat a free action unless it says once per turn. Each breakthrough ability is limited to once per turn, but that limit resets on every player's turn.
