Can I use breakthroughs and other free actions on another player's turn?

The rulebook's "Taking a Turn" section answers this, and players in the threads agree.

Yes. Free actions interrupt whatever is happening and can be used regardless of whose turn it is, as long as you can pay. Other explorers can't force you to use your abilities, though; that choice is yours. Breakthroughs that say 'you' or 'your node' use the holder's point of view.
