Can effects change a focus cube that is already placed on an action space?
The rulebook's "Focus" section answers this, and players in the threads agree.

Yes. Increase and decrease effects let you choose any of your three cubes, including one already set this turn. The cube stays on its action space until you regroup, so it doesn't become available for another action.
