What can free actions interrupt, and when do start-of-turn effects resolve?

Free actions such as breakthroughs and anomaly discards can jump in front of other effects, including chained effects and 'at the start of your turn' effects. They can't prevent an effect, only get ahead of it. Moving LUNA or scanning is not a free action, so you can't use it to interrupt a move in progress. With several start-of-turn effects, you choose the order, and free actions can come between them.
