Can I place a cube on an action space if I can't perform all its effects?
The rulebook's "Focus Actions and Action Spaces" section answers this, and players in the threads agree.

No. Everything listed under an action space must be performed, so you can't take it if you can't pay or carry out every part. The exception is a resource that has run out: you may still take the action and simply gain nothing.
