If Quinn closes an attraction with Red Carpet on it and you respond by reopening it, does Red Carpet still demolish?

Yes. Red Carpet demolishes itself as soon as the attraction is closed, and there is no chance to reopen first. Only blocking the closure before it applies prevents the demolition.
