How can an opponent's attraction be closed so Corporate Raiders can target it?

Through City events or event cards such as Giant Wad of Cash and Anonymous Complaint, which close attractions. Corporate Raiders can then steal an upgrade from the closed attraction, or you can force the closure yourself first.
